Altersschranken und überproportionale Entlassungen von Personen von 45 und mehr Jahren sind unübersehbare Beispiele von Diskriminierungen sowohl im privaten als auch im öffentlichen Arbeitsbereich. Stellenvermittler müssen oft gegen Vorurteile über die Leistungsfähigkeit und Flexibilität von Stellensuchenden von über 45 Jahren ankämpfen. Von der Langzeitarbeitslosigkeit sind denn auch überdurchschnittlich ältere Leute betroffen. Je länger aber die Arbeitslosigkeit dauert, um so schwieriger wird der Wiedereinstieg. Dies gilt auch bei Inkaufnahme einer Lohnreduktion.<\/p><p>Arbeitsmarktliche Diskriminierungen führen zu individuellen Härten und Schwierigkeiten für ganze Familien, aber auch zu unternehmerischen Erfahrungsverlusten und zu vermeidbaren volkswirtschaftlichen Kosten.<\/p><p>Zur Vermeidung arbeitsmarktlicher Diskriminierungen sind Anstrengungen aller Seiten nötig. Wie die Erfahrungen in den USA zeigen, sind unterstützende staatliche Rahmenbedingungen und Massnahmen unentbehrlich. Die Arbeit der EEOC war zum Teil sehr erfolgreich und führte gerade in den letzten Jahren zu zahlreichen arbeitsmarktlichen Korrekturen.<\/p>"},{"type":{"id":14,"name":"Antwort BR \/ Büro"},"value":"<p>Der Bundesrat versteht und teilt die Besorgnis des Motionärs. Die Lage der älteren Leute auf dem Arbeitsmarkt ist Gegenstand mehrerer laufenden Studien. Die bisher erzielten Ergebnisse beweisen u. a., dass ältere Leute ein unterdurchschnittliches Risiko aufweisen, arbeitslos zu werden, dagegen aber überdurchschnittlich lange arbeitslos sind, was auf eine altersbedingte Diskriminierung deuten lässt. Man kann sich übrigens fragen, ob dieses Problem im allgemeinen ältere Frauen nicht noch eher trifft: Sie üben öfters Berufe aus, in denen noch mehr Wert auf Jugendlichkeit gelegt wird; ausserdem haben sie oft ein niedrigeres Ausbildungsniveau als Männer und dadurch Mühe, eine Weiterbildung zu verfolgen und\/oder eine neue Stelle zu finden.<\/p><p>Angesichts dieser Betrachtungen beantragt der Bundesrat, diese Motion in ein Postulat umzuwandeln.
