Vorkaufsrecht für Mieterinnen und Mieter ist eine wirksame Massnahme, die sowohl zur Verbesserung der Rechte der Wohnungsmieterinnen und -mieter als auch zur Erhöhung der Eigentumsquote und somit zu einer breiteren Streuung des Wohneigentums beiträgt. <\/p><p>Andere Länder kennen dieses Instrument seit langem. Deren Erfahrungen sind beizuziehen. <\/p><p>Die Schweiz hat im internationalen Vergleich eine tiefe Eigentumsquote. Die hohen Bodenpreise wirken prohibitiv, und Steuererleichterungen für Hauseigentümerinnen und -eigentümer dienen erfahrungsgemäss nicht der breiten Streuung des Wohneigentums. <\/p><p>Heute ist es besonders stossend, wenn langjährige Mieterinnen und Mieter erst nachträglich erfahren, dass die von ihnen bewohnte Liegenschaft verkauft worden ist. <\/p><p>Das Instrument der parlamentarischen Initiative ist zweckmässig, um rasch zu einem konkreten Gesetzentwurf zu gelangen. Es kann auf viele Vorarbeiten aus den Achtziger- und Neunzigerjahren zurückgegriffen werden. <\/p><p>Das Vorkaufsrecht für Mehrfamilienhäuser ist auch für Mietergemeinschaften, Wohnbaugenossenschaften und Stiftungen zu ermöglichen. <\/p><p>Formen des limitierten Vorkaufsrechtes in Bezug auf den Preis sind zu prüfen.<\/p>"},{"type":{"id":5,"name":"Eingereichter Text"},"value":"<p>Gestützt auf Artikel 160 Absatz 1 der Bundesverfassung und Artikel 107 des Parlamentsgesetzes reiche ich folgende parlamentarische Initiative ein: <\/p><p>Es sind die gesetzlichen Bestimmungen für die Schaffung eines Vorkaufsrechtes im Schweizerischen Zivilgesetzbuch für die Mieterinnen und Mieter von Wohnungen zu erarbeiten.<\/p>"},{"type":{"id":1,"name":"Titel des Geschäftes"},"value":"Vorkaufsrecht für Mieterinnen und Mieter"}],"title":"Vorkaufsrecht für Mieterinnen und Mieter"}
